About this Role:  

Imagineeer seeking an experienced ServiceNow Developer to support the modernization of the Human Resources Information Technology (HRIT) environment at HHS . This role will help transform legacy HR systems by designing and implementing modern, secure, and user-centered capabilities on the ServiceNow platform. Ideal candidates will have hands-on federal experience, particularly within HHS, DC government, or similar environments, and experience with the Government Talent Acquisition (GovTA) module or related ServiceNow HRSD components. 

Key Responsibilities:  

• Design, develop, and maintain ServiceNow HRSD and HRIT workflows, modules, and custom applications to support modernization goals. 
• Configure and customize features such as Case & Knowledge Management, Employee Center, GovTA, and other HR-focused capabilities. 
• Collaborate closely with HRIT stakeholders, HR business units, and modernization teams to gather requirements and translate them into secure ServiceNow solutions. 
• Develop and maintain client scripts, server scripts, business rules, UI policies, Flow Designer flows, and integrations. 
• Integrate ServiceNow with HR systems, identity platforms, and enterprise data sources using APIs, IntegrationHub, MID Servers, or other approved tools. 
• Support HRIT modernization roadmaps by identifying opportunities to automate HR processes, improve employee experience, and consolidate legacy tools. 
• Ensure all ServiceNow configurations and customizations meet federal requirements for security, privacy, accessibility (Section 508) , and FedRAMP compliance . 
• Assist in platform upgrades, regression testing, release management, and troubleshooting across development, test, and production environments. 
• Contribute to Agile ceremonies and deliver iterative releases aligned with modernization milestones. 
• Provide technical expertise and recommendations for platform governance, CMDB structure, data integrity, and HR service architecture. 

Qualifications and Skills:  

• U.S. Citizen and eligible to obtain and maintain a Public Trust clearance . 
• Bachelor’s degree in Computer Science, Information Systems, Engineering, HR Information Systems, or equivalent experience. 
• 5+ years of ServiceNow development experience , including HRSD, custom scoped apps, and integrations. 
• Demonstrated experience on federal government contracts , preferably within HHS or similar civilian health agencies. 
• Hands-on experience with ServiceNow HR Service Delivery (HRSD) , including HR Case Management and Employee Center. 
• Experience with GovTA (Government Talent Acquisition) or similar HR recruitment/onboarding systems. 
• Proficiency with JavaScript, Glide APIs, Flow Designer, IntegrationHub, and general ServiceNow development best practices. 
• Strong understanding of HR business processes and HR service modernization. 

Desired Skills and Competencies:  

• Experience supporting HHS programs such as CMS, ACF, NIH, or HRSA. 
• Experience with REST APIs, Web Services, and Integration Broker for system integration. 
• Knowledge of Agile methodologies, Jira, or Azure DevOps. 
• Experience with federal SDLC, IT compliance, and audit standards. 
• Experience with web services development and integration (REST, SOAP) 
• Experience with cloud development Platforms (AWS, Azure, GCP) 
• Experience with container technologies (Docker, Kubernetes) 
• ServiceNow certifications (CSA, CAD, HRSD Micro-Certifications).
